Conservation area

What is a conservation area, and what does it mean for building work?

The short answer

What is a conservation area, and what does it mean for building work?

A conservation area is an area designated for its special architectural or historic interest, whose character the council has a duty to preserve or enhance. Inside one, the design bar for external changes rises, some permitted development rights are restricted, and heritage carries great weight in decisions.

1.0 — What it is

What conservation area means

Conservation areas are designated by local planning authorities. The designation protects the area as a whole — its layout, materials, rooflines and trees — not just individual buildings.

A conservation area is "article 2(3) land", which automatically restricts some permitted development rights, including certain roof additions and side extensions.

When considering the impact of a proposed development on the significance of a designated heritage asset, great weight should be given to the asset’s conservation (and the more important the asset, the greater the weight should be).NPPF paragraph 212 · full text in the library → · official source →

What it means for your project

External alterations are assessed against the character of the area, so design quality does more of the deciding — materials, proportions, and how the work reads from the street and neighbouring gardens.

National policy gives great weight to conserving heritage. A proportionate heritage statement, and a design that responds to what the area is protecting, is usually what separates an approval from a refusal.

Conservation area is published as the “Conservation area” dataset on the national planning data index. A Planning Policy report reads it live for your exact address.
